That is why, one year ago, OECD countries came together to adopt the&nbsp;<a href=\"https:\/\/legalinstruments.oecd.org\/en\/instruments\/OECD-LEGAL-0503\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Recommendation on Human-Centred Public Administrative Services<\/em><\/a>. Its ambition was bold yet simple: to put people\u2014not bureaucracy&nbsp;\u2014&nbsp;at the centre of public administration.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But adopting a recommendation is one thing; living it every day is another. Policies and frameworks can set the direction, but change happens through the thousands of frontline public servants who meet citizens daily. The question is: how can they act on such principles when most innovation tools are written in technical language, designed for experts, or disconnected from their realities?&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is the question that led to the creation of the&nbsp;<a href=\"https:\/\/oecd-public-service-innovation-b.gitbook.io\/publicservicebooster\/q3GPs39dJE5c9cXeVxl1\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Public Service Innovation Booster<\/strong><\/a>,&nbsp;which is launched&nbsp;on&nbsp;2&nbsp;December&nbsp;2025.&nbsp;This blog takes you behind the scenes of how it was co-created with countries and how it is already being used in practice.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\ud83d\udd17<strong>&nbsp;Explore the Booster&nbsp;here<\/strong><strong>\ud83d\udc49<\/strong>&nbsp;<a href=\"https:\/\/oecd-public-service-innovation-b.gitbook.io\/publicservicebooster\/q3GPs39dJE5c9cXeVxl1\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Public Service Innovation Booster<\/strong><\/a>&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Enter the Public Service Innovation Booster&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis tool was made to onboard every public servant who ever wondered whether innovation belongs to their context.\u201d&nbsp;<br><em>\u2014&nbsp;OECD Observatory of Public Sector Innovation<\/em>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;<a href=\"https:\/\/oecd-public-service-innovation-b.gitbook.io\/publicservicebooster\/q3GPs39dJE5c9cXeVxl1\/\" target=\"_blank\" rel=\"noreferrer noopener\">Booster<\/a>&nbsp;was born out of a shared challenge:&nbsp;<em>to make&nbsp;human-centred&nbsp;innovation tangible and accessible for public servants<\/em>. Each country approached the&nbsp;<a href=\"https:\/\/oecd-public-service-innovation-b.gitbook.io\/publicservicebooster\/q3GPs39dJE5c9cXeVxl1\/\" target=\"_blank\" rel=\"noreferrer noopener\">Booster<\/a>&nbsp;differently&nbsp;\u2014&nbsp;testing not only the tools but also how they could fit into existing structures and cultures.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Brazil: From pilot to practice<\/em>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brazil tested the&nbsp;<a href=\"https:\/\/oecd-public-service-innovation-b.gitbook.io\/publicservicebooster\/q3GPs39dJE5c9cXeVxl1\/\" target=\"_blank\" rel=\"noreferrer noopener\">Booster<\/a>&nbsp;digitally with public servants providing social protection services to riverside communities in the Amazon. What began as a pilot quickly evolved into a working session for real service redesign.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through the exercises, participants reflected on how their existing procedures affected citizens\u2019 access to services, prompting them to consider challenges from the users\u2019 point of view. The session helped bridge the gap between administrative design and citizens\u2019 everyday realities.&nbsp;As Pedro later remarked:&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201cThe practicality of the tools is what makes people want to use them in their daily activities.\u201d<\/em>&nbsp;<br>\u2014&nbsp;<em>Pedro&nbsp;Marcante, Head of&nbsp;GNova&nbsp;Lab,&nbsp;Brazil<\/em>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Greece: Embedding a culture of innovation<\/em>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Greece, the&nbsp;<strong>Department of Innovation and Best Practices of the General Secretariat of Public Administration of the Ministry of Interior<\/strong>, in&nbsp;collaboration with the&nbsp;<strong>Institute of Documentation, Research and Innovation<\/strong>&nbsp;<strong>(ITEK)<\/strong>&nbsp;ran two full-day, in-person workshops across ministries, regional governments, and local institutions. Participants worked through multiple canvases and were encouraged to bring&nbsp;real challenges&nbsp;from their organisations.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What began as an unfamiliar exercise soon became an empowering experience. By the end of the sessions, participants expressed ownership of their solutions and confidence in applying the methods to new challenges.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe&nbsp;didn\u2019t&nbsp;just test a toolkit \u2014 we saw people empowered with new skills. The session focused on immigration and civil registration services \u2014 areas that directly engage citizens and often involve complex administrative processes. These services were chosen to reflect both national systems and local service delivery. Throughout the session, participants explored ways to improve alignment and coordination across government levels to make services more seamless&nbsp;and accessible. Using the&nbsp;<a href=\"https:\/\/oecd-public-service-innovation-b.gitbook.io\/publicservicebooster\/q3GPs39dJE5c9cXeVxl1\/\" target=\"_blank\" rel=\"noreferrer noopener\">Booster<\/a>, they viewed these challenges through the eyes of citizens, asking how public services could feel simpler and more coherent in practice.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By reframing each step into a simple guiding question&nbsp;\u2014&nbsp;\u201cWhat challenge are you facing?\u201d instead of just \u201cChallenge\u201d&nbsp;\u2014&nbsp;the Indonesian team&nbsp;demonstrated&nbsp;how language itself can unlock engagement and understanding among public servants.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Booster helped us look at our services from a new perspective. Even small reframing can unlock engagement and better insights.\u201d&nbsp;<br>\u2014&nbsp;<em>Insan&nbsp;Fahmi, Ministry of Administrative and Bureaucratic Reform, Indonesia<\/em>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The results were impressive:&nbsp;<strong>90% of participants said&nbsp;the&nbsp;<\/strong><a href=\"https:\/\/oecd-public-service-innovation-b.gitbook.io\/publicservicebooster\/q3GPs39dJE5c9cXeVxl1\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Booster<\/strong><\/a><strong>&nbsp;helped them&nbsp;identify&nbsp;challenges<\/strong>,&nbsp;<strong>88% found it easy to apply<\/strong>, and&nbsp;<strong>100% wanted to continue using it<\/strong>. This effort&nbsp;demonstrated&nbsp;how adaptation is not mere translation&nbsp;\u2014&nbsp;it is interpretation.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe were missing a bit of structure \u2014 something tangible. The Booster gave us that. We adapted it, translated it, and used it to bring everyone onto the same page.\u201d&nbsp;<br>\u2014&nbsp;<em>Steve&nbsp;Glang\u00e9, Luxembourg<\/em>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For ministries and agencies responsible for redesigning and simplifying public services, this shared structure has made the process more actionable. By providing a clear sequence and&nbsp;common vocabulary, the&nbsp;<a href=\"https:\/\/oecd-public-service-innovation-b.gitbook.io\/publicservicebooster\/q3GPs39dJE5c9cXeVxl1\/\" target=\"_blank\" rel=\"noreferrer noopener\">Booster<\/a>&nbsp;helped officials move from abstract discussions about innovation to concrete, citizen-oriented redesign work.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Australia: Independent review for global usability<\/em>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Australian Public Service Commission<\/strong>&nbsp;provided an independent, highly detailed review that went beyond general impressions. Their team gave&nbsp;<strong>line-by-line feedback on wording and usability<\/strong>, offering practical suggestions that helped strengthen the clarity and autonomy of the platform for future users.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lessons from collaboration&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Across all these experiences, a common pattern&nbsp;emerged: collaboration was not only a method\u2014it was the outcome.&nbsp;<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Iteration with users is essential.<\/strong>&nbsp;Innovation tools must be refined through use, not theory. The&nbsp;<a href=\"https:\/\/oecd-public-service-innovation-b.gitbook.io\/publicservicebooster\/q3GPs39dJE5c9cXeVxl1\/\" target=\"_blank\" rel=\"noreferrer noopener\">Booster<\/a>&nbsp;evolved because public servants tested, critiqued, and improved it.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li><strong>Ownership builds confidence.<\/strong>&nbsp;Participants across countries moved from curiosity to mastery as they applied the tools themselves.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li><strong>Language and culture matter.<\/strong>&nbsp;Effective localisation requires more than translation\u2014it demands contextual understanding.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\">\n<li><strong>Peer learning multiplies value.<\/strong>&nbsp;The joint peer review between Indonesia and Luxembourg revealed how countries with different realities can complement each other\u2019s learning.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"5\" class=\"wp-block-list\">\n<li><strong>Facilitation bridges the gap.<\/strong>&nbsp;Templates alone are not enough; guided use turns knowledge into action.&nbsp;<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">These are not just lessons for this project\u2014they are principles for how international collaboration on innovation should work.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>A new dynamic: shared ownership and mutual learning<\/em>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Perhaps the&nbsp;most profound impact of the&nbsp;<a href=\"https:\/\/oecd-public-service-innovation-b.gitbook.io\/publicservicebooster\/q3GPs39dJE5c9cXeVxl1\/\" target=\"_blank\" rel=\"noreferrer noopener\">Booster<\/a>&nbsp;so far is cultural. It has introduced a&nbsp;<strong>new dynamic of shared ownership<\/strong>&nbsp;among countries.
