They were prepared by the teams themselves in order to offer first-hand accounts of their expectations, learnings, pain points, and overall assessment of the initiative.<\/strong><\/em><strong> This blog was written by Emanuele Colini, Manager \u201cAgile Enablement &amp; Delivery\u201d, Direzione Centrale Tecnologia, Informatica e Innovazione, Istituto Nazionale della Previdenza Sociale (INPS).<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>&#8220;It\u2019ll never work. Just another layer of bureaucracy. And who has time for this?&#8221; <\/em>We heard it often, especially at the beginning. And, to be honest, we may have thought it ourselves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After all, we were trying to do something bold: <strong>bring together nearly 1,000 IT colleagues from all across Italy<\/strong>, with different roles, busy schedules, and pressing priorities\u2014and make them feel part of the same community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That was our challenge: to <strong>foster authentic connections<\/strong>, <strong>make dialogue easier<\/strong>, and <strong>build a shared sense of belonging<\/strong>&nbsp;beyond locations and project silos. A community that wasn\u2019t just \u201cone more thing to ignore,\u201d but a <strong>living space<\/strong>&nbsp;full of ideas, people, and collaboration.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">An idea that was just waiting for its moment<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The dream of building this community had been around for a while. But it was the <em>Gov2Gov Innovation Incubator<\/em>&nbsp;programme by the OECD that gave us the spark to make it real.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That international context, that opportunity to compare ourselves with other public organisations and innovators, gave us two precious things:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, <strong>legitimacy<\/strong>. If this challenge mattered globally, then it mattered for us too.<\/li>\n\n\n\n<li>Second, <strong>learning<\/strong>. Seeing what worked\u2014and didn\u2019t work\u2014elsewhere helped us avoid common traps.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Listen. Co-create. Experiment.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">We started with a simple question:<strong>&#8220;What do our colleagues actually need?&#8221;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To answer that, we launched a full listening phase: interviews, surveys, idea gathering.<br>We wanted to know what they cared about, what frustrated them, what formats they liked, when and how they found time to stay informed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From their voices, key needs emerged:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the desire for <strong>autonomy and onboarding tools<\/strong>, especially for newcomers;<\/li>\n\n\n\n<li>interest in <strong>cutting-edge tech topics<\/strong>&nbsp;(AI, DevOps, Big Data\u2026);<\/li>\n\n\n\n<li>a clear need for <strong>active participation<\/strong>, not just passive content consumption.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s when we created a <strong>collaborative workshop<\/strong>, where a pilot group of colleagues co-designed the sections, features, and content of the new community.<br>Nothing handed down from above\u2014<strong>everything built together<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The turning point: making it part of the daily routine<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s one thing to launch a community. <strong>It\u2019s another to make it stick<\/strong>\u2014to embed it in the daily flow of work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To do that, we launched pilot activities. The most impactful? A new format called <strong>\u201cFiera Digitale\u201d<\/strong>&nbsp;(\u201cDigital Fair\u201d): online events open to all IT staff, where anyone could share tools, experiences, and good practices\u2014freely, without pressure or badges.The first event, focused on DevOps, drew <strong>over 300 participants live<\/strong>.More importantly, it left people inspired and eager to come back.At the same time, through internal channels like InfoBYTE and newsletters, we <strong>kept sharing updates<\/strong>, collecting feedback, and reinforcing trust in the process.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The right people, at the right time<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Every community needs faces. Voices. People who inspire others. That\u2019s why we started <strong>spotting those who showed up<\/strong>, proposed ideas, helped others.That\u2019s how our first group of <strong>informal ambassadors<\/strong>&nbsp;emerged. Soon they\u2019ll be officially recognised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They\u2019re not \u201cin charge\u201d of the community\u2014but they are <strong>catalysts<\/strong>. Their role is to keep the spirit alive and help grow a culture of <strong>distributed innovation<\/strong>, where <strong>anyone can bring value<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What we learned (and what might work for you too)<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">If we had to sum up our journey in one sentence, it would be: <strong>People want to be part of something\u2014but only if they feel it belongs to them.<\/strong>Co-creation was the key. But so was our willingness to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>experiment<\/strong>, even without perfect solutions;<\/li>\n\n\n\n<li><strong>listen actively<\/strong>, especially when the answers were unexpected;<\/li>\n\n\n\n<li><strong>welcome initial skepticism<\/strong>, and turn it into curiosity;<\/li>\n\n\n\n<li><strong>value every contribution<\/strong>, no matter how big or small.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Would we do it all again? Absolutely. But even better.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Today, this community is just getting started. More lies ahead: gamification, more events, official ambassadors, tailored content&#8230;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We\u2019ve learned already that <strong>public institutions can innovate starting with people<\/strong>, dialogue, and a sense of belonging.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <em>Gov2Gov Innovation Incubator<\/em>&nbsp;was not just a showcase. It was an <strong>accelerator<\/strong>, a <strong>mirror<\/strong>, and a <strong>confidence booster<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To anyone wondering whether this kind of journey is worth it, here\u2019s our answer:<br><strong>Yes, it is\u2014if you\u2019re ready to get your hands dirty. <\/strong><strong>To be surprised.
