Your contributions to the Call for Innovations are highly valued, and we appreciate your patience. <\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Do you have a project that innovates to improve public services?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Submit your project to the <strong>2023 OECD<\/strong> <strong>Call for Innovations<\/strong> \u2013 this year dedicated to <strong>innovation in public services<\/strong>. The 7<sup>th<\/sup> edition of our annual call underscores the pivotal role of innovation in the design and delivery of quality public services to better address users\u2019 needs, improve public policy outcomes and build trust in government. They must be designed to meet user needs and interests, including those of the most vulnerable and disadvantaged. For example, accessible and quality social services, environmental, and cultural and recreational facilities are not only critical to ensure the functioning of our society but also serve to uphold individual rights and well-being.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When public services falter or face disruptions, the burdens inevitably fall upon the shoulders of the people. These issues can manifest as barriers to access, inefficiencies in the delivery of services, or even the closure of essential institutions like schools or hospitals. Ineffective public services can affect people lives in the form of traffic congestion, hampering daily routines, or lead to an increase in crime rates, jeopardizing community safety. Peoples\u2019 expectations for quality public services, when unmet, can ultimately affect public trust in government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To design and deliver effective public service in the 21<sup>st<\/sup> century, governments must go beyond the status quo and embrace innovation as an imperative. According to the <a href=\"https:\/\/www.oecd.org\/governance\/trust-in-government\/\">OECD Trust Survey<\/a>, the higher the confidence that a government agency would adopt innovative ideas, the higher the trust in civil servants\u2013 and public services are the most tangible and visible means of putting public sector innovation into action. Innovation also ensures that public services keep up with ongoing changes in our societies, including peoples\u2019 evolving needs, behaviours, and expectations, as well as technological disruptions \u2013 and can even anticipate and prepare for future changes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">National governments have an important role to play as policymakers, service providers and regulators. They bear the responsibility of making the necessary investments, defining quality standards, ensuring oversight and building system capacity to deliver.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This call will help identify new insights which will be instrumental for the <em>OECD Recommendation on User-Centric Public Services,<\/em> called for by <a href=\"https:\/\/legalinstruments.oecd.org\/en\/instruments\/OECD-LEGAL-0484\">Ministers in the Luxembourg Declaration<\/a> to improve people\u2019s experiences, including through life events, making these services more effective and equitable, in order to reduce administrative burden, enhance access, increase satisfaction and \u2013 ultimately \u2013 people\u2019s trust in government institutions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Criteria for submission<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Please verify that your projects or solutions meet our core criteria. We welcome projects that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Bring about novel approaches, methods, or processes to your organisational context: <\/strong>Your solution is novel for the context where it is implemented, even if others have done something similar elsewhere. Innovation of public services can take many forms, including the use of smart technologies, such as artificial intelligence, new ways to enhance the engagement and inclusion of diverse voices, co-creation approaches to involve stakeholders, or novel funding mechanisms to enable the development and sustainability of public services.<\/li>\n\n\n\n<li><strong>Are implemented, even if early on<\/strong>: The project is at a stage where it has reached its users or beneficiaries. For example, an early-stage pilot of an AI-powered chatbot that assesses eligibility for social assistance programmes and payments will be considered relevant. However, ideas and project proposals do not meet the Call criteria.<\/li>\n\n\n\n<li><strong>Improve or are on track to improving outcomes for people <\/strong>and building public trust in institutions (including enhancing efficiency, effectiveness, service quality, responsiveness, accessibility, user satisfaction, among others): For example, a pilot project whose <em>evaluation<\/em> demonstrates enhanced accessibility for disadvantaged groups or the digitalisation of a service which has <em>proven<\/em> to enhance the convenience for people.<\/li>\n\n\n\n<li><strong>Have the public sector integrally involved in the design, delivery, monitoring or evaluation of services: <\/strong>We embrace projects in which the public sector plays an integral role, placing special emphasis on projects that integrate the perspectives and needs of people at every project stage.<\/li>\n<\/ul>\n\n\n\n<p> <\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-opsi-tabs-item opsi-tabs-item\" data-id=\"francais\"><h3 class=\"opsi-tabs-item__h\">Fran\u00e7ais<\/h3><div class=\"opsi-tabs-item__content\">\n<h2 class=\"wp-block-heading\">Extension: 2020 appel de l&#8217;OCDE \u00e0 l&#8217;innovation dans les services publics<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Avez-vous un projet innovant pour am\u00e9liorer les services publics ?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Soumettez votre projet \u00e0 l&#8217;Appel \u00e0 l&#8217;innovation de l&#8217;OCDE &#8211; consacr\u00e9 cette ann\u00e9e \u00e0 l&#8217;innovation dans les services publics. Ils doivent \u00eatre con\u00e7us pour r\u00e9pondre aux besoins et aux int\u00e9r\u00eats des utilisateurs, y compris les plus vuln\u00e9rables et les plus d\u00e9favoris\u00e9s. Quand les attentes des citoyens envers des services publics de qualit\u00e9 ne sont pas combl\u00e9es, cela peut finalement entamer la confiance du public envers le gouvernement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour concevoir et fournir un service public efficace au XXIe si\u00e8cle, les gouvernements doivent aller au-del\u00e0 du statu quo et consid\u00e9rer l&#8217;innovation comme un imp\u00e9ratif. Selon <a href=\"https:\/\/www.oecd.org\/governance\/trust-in-government\/\">l&#8217;enqu\u00eate 2023 sur la confiance<\/a>, plus la confiance dans l&#8217;adoption d&#8217;id\u00e9es novatrices par une agence gouvernementale est \u00e9lev\u00e9e, plus la confiance dans les fonctionnaires est grande &#8211; et les services publics sont le moyen le plus tangible et le plus visible de mettre en \u0153uvre l&#8217;innovation dans le secteur public. L&#8217;innovation permet \u00e9galement aux services publics de s&#8217;adapter aux changements en cours dans nos soci\u00e9t\u00e9s, notamment \u00e0 l&#8217;\u00e9volution des besoins, des comportements et des attentes des citoyens, ainsi qu&#8217;aux perturbations technologiques, et m\u00eame d&#8217;anticiper les changements futurs et de s&#8217;y pr\u00e9parer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les gouvernements nationaux ont un r\u00f4le crucial en tant que d\u00e9cideurs, fournisseurs de services et r\u00e9gulateurs. Cuando no se cumplen las expectativas de los ciudadanos respecto a servicios p\u00fablicos de calidad, estos pueden acabar afectando a la confianza p\u00fablica en el gobierno.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Para dise\u00f1ar y prestar un servicio p\u00fablico eficaz en el siglo XXI, los gobiernos deben ir m\u00e1s all\u00e1 del statu quo y adoptar la innovaci\u00f3n como un imperativo. Seg\u00fan la <a href=\"https:\/\/www.oecd.org\/governance\/trust-in-government\/\">OECD Trust Survey<\/a>, cuanto mayor es la confianza en que un organismo p\u00fablico adoptar\u00e1 ideas innovadoras, mayor es la confianza en los funcionarios.Los servicios p\u00fablicos son el medio m\u00e1s tangible y visible de poner en pr\u00e1ctica la innovaci\u00f3n en el sector p\u00fablico. Cabe-lhes a responsabilidade de efetuar os investimentos necess\u00e1rios, definir normas de qualidade, assegurar a supervis\u00e3o e desenvolver a capacidade do sistema para cumprir os objetivos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Esta chamada ajudar\u00e1 a identificar novos conhecimentos que ser\u00e3o fundamentais para a <em>OECD Recommendation on User-Centric Public Services<\/em>, solicitada pelos ministros na <a href=\"https:\/\/legalinstruments.oecd.org\/en\/instruments\/OECD-LEGAL-0484\">Luxembourg Declaration<\/a> para melhorar as experi\u00eancias das pessoas, incluindo atrav\u00e9s de eventos da vida, tornando estes servi\u00e7os mais eficazes e equitativos a fim de reduzir a carga administrativa, melhorar o acesso, aumentar a satisfa\u00e7\u00e3o e &#8211; em \u00faltima an\u00e1lise &#8211; a confian\u00e7a das pessoas nas institui\u00e7\u00f5es governamentais.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Quais s\u00e3o os crit\u00e9rios de apresenta\u00e7\u00e3o?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Verifique se os seus projetos ou solu\u00e7\u00f5es cumprem os nossos crit\u00e9rios fundamentais. A inova\u00e7\u00e3o dos servi\u00e7os p\u00fablicos pode assumir muitas formas, incluindo a utiliza\u00e7\u00e3o de tecnologias inteligentes (smart technologies), como a intelig\u00eancia artificial; novas formas de refor\u00e7ar o envolvimento e a inclus\u00e3o de diversas vozes; abordagens de co-cria\u00e7\u00e3o para envolver as partes interessadas; ou novos mecanismos de financiamento para permitir o desenvolvimento e a sustentabilidade dos servi\u00e7os p\u00fablicos.<\/li>\n\n\n\n<li><strong>Est\u00e3o implementados, mesmo que numa fase inicial<\/strong>: O projeto encontra-se numa fase em que j\u00e1 chegou aos seus utilizadores ou benefici\u00e1rios.
