A priori not much, given how diametrically opposed their institutional cultures, their value metrics, and their corporate goals are. But this is rapidly changing, boosted by the post-pandemic digital acceleration. Last November, the <a href=\"https:\/\/www.govtechsummit.eu\/\" target=\"_blank\" rel=\"noreferrer noopener\">global govtech summit<\/a> organized by the accelerator <a href=\"https:\/\/www.public.io\/\" target=\"_blank\" rel=\"noreferrer noopener\">Public<\/a> gathered in The Hague to take stock of the global state of play of govtech ecosystems. The <a href=\"https:\/\/publications.jrc.ec.europa.eu\/repository\/handle\/JRC128247\" target=\"_blank\" rel=\"noreferrer noopener\">concept of govtech<\/a> refers principally to the use of&nbsp;<strong>emerging technologies and digital products and services by governments<\/strong> sourced from start-ups, scale-ups, and small and medium enterprises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a complex period marked by multiple, overlapping crises, more and more governments are exploring new forms of collaboration with digital startups to accelerate the transformation of their administrations and speed up the integration of new technologies in the public sector, fueled by developments in data analytics, artificial intelligence and machine learning. The post-pandemic recovery requires more agile delivery of public services and user-centered government services.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the long times and administrative complexities of government procurement are often antithetical to the speed and creativity of digital entrepreneurship ecosystems. In fact, many of those startups that seek to work with the administrations succumb in the attempt, in what is called the &#8220;valley of death.&#8221; According to a recent study by <a href=\"https:\/\/www.gartner.com\/en\/newsroom\/press-releases\/2022-09-06-gartner-survey-finds-government-tech-purchase-decisio\" target=\"_blank\" rel=\"noreferrer noopener\">Gartner<\/a>, a technology consultancy, the purchase of technology in the public sector lasts, on average, 22 months. This is three times more than in the private sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Govtech ecosystems offer a <a href=\"https:\/\/scioteca.caf.com\/handle\/123456789\/1645\" target=\"_blank\" rel=\"noreferrer noopener\">new type of public-private partnerships<\/a> to tackle enduring policy challenges and delivery bottlenecks by facilitating the uptake of digital innovations in government administrations, particularly in local governments. This newfound interest of governments in these <a href=\"https:\/\/stateup.co\/\" target=\"_blank\" rel=\"noreferrer noopener\">public purpose technologies<\/a> is due to a conjunction of factors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first is linked to the growing demand for innovation by the government administrations and local authorities that, at the same time, finds a greater supply of innovation by a new generation of digital entrepreneurs with a public vocation. These new &#8220;public ventures&#8221; seek to achieve social impact by resolving public problems and service delivery challenges, be they called civictech, edtech, healthtech, fintech, regtech, urbantech or greentech. Their dynamism is not only confined in <a href=\"https:\/\/joinup.ec.europa.eu\/sites\/default\/files\/news\/2022-03\/JRC128247_01%5B1%5D.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">more mature digital economies<\/a>, but also emerging economies seeking to leapfrog digital transformation, such as in Latin America, according to the <a href=\"https:\/\/scioteca.caf.com\/handle\/123456789\/1580\">govtech maturity index<\/a> developed by the <a href=\"https:\/\/www.caf.com\/es\/actualidad\/herramientas\/2021\/05\/govtech-lab\/\" target=\"_blank\" rel=\"noreferrer noopener\">Development Bank of Latin America, CAF.<\/a> Indeed, for&nbsp;<a href=\"https:\/\/www.economie.gouv.fr\/igpde-editions-publications\/thearticle_n7\" target=\"_blank\" rel=\"noreferrer noopener\">Idoia&nbsp;Ortiz de Arti\u00f1ano<\/a>, a visionary govtech entrepreneur \u201c<em>Latin America<\/em>&nbsp;is the next frontier for&nbsp;<em>govtech<\/em>.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The other factor is the rapid growth of the public market for government technologies, driven by the rapid digitization of administrations. In fact, the public sector is the world\u2019s main buyer of technology. According to <a href=\"https:\/\/www.gartner.com\/en\/newsroom\/press-releases\/2022-06-13-ww-govt-it-spending-forecast-2022\" target=\"_blank\" rel=\"noreferrer noopener\">Gartner<\/a>, the global market for government technology will reach 566 billion dollars in 2022, a growth of 5% compared to 2021, when it had already grown 9.1% compared to 2020. It is expected to exceed 600 billion dollars in 2023. This growth is mainly driven by the purchase of digital services and software.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A third factor is the post-pandemic recovery and resilience programs on the twin green and digital transitions. At least 20% of the 672.5 billion euros of the European recovery and resilience plan must be allocated to the digital transition and 37% to the green transition. For example, <a href=\"https:\/\/planderecuperacion.gob.es\/\" target=\"_blank\" rel=\"noreferrer noopener\">Spain&#8217;s recovery, transformation and resilience plan<\/a> will allocate 28% of its 69.5 billion to the digital transition and 40% to the ecological transition, both cross-cutting axes of the plan. The digital modernization of public administrations also occupies a special place, with an allocation of 4.2 billion euros. In 2022, the European Commission launched a number of initiatives to foster govtech ecosystems across Europe, such as the <a href=\"https:\/\/ec.europa.eu\/info\/funding-tenders\/opportunities\/portal\/screen\/opportunities\/topic-details\/digital-2022-govtech-02-incubator-fpa\" target=\"_blank\" rel=\"noreferrer noopener\">European GovTech Incubator<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Governments \u2013 national and subnational \u2013 are increasingly investing in agile and open innovation, and working with these public-minded startups to develop new solutions to old problems. Through the development of public challenges, government agencies go to the start-up market to seek solutions to specific problems that have the potential to be deployed and scaled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Countries as diverse as Singapore and Colombia, Denmark and Germany, Britain and France, Poland and Lithuania, have deployed govtech labs, incubators and funds. In Luxembourg, for example, in 2019, the Ministry for Digitalization created its <a href=\"https:\/\/govtechlab.public.lu\/fr.html\" target=\"_blank\" rel=\"noreferrer noopener\">GovTechLab<\/a>, a public innovation accelerator that seeks to generate a culture of agility, experimentation and collaborative governance, according to our <a href=\"https:\/\/www.oecd.org\/publications\/digital-government-review-of-luxembourg-b623803d-en.htm#:~:text=Digital%20government%20has%20become%20a,towards%20a%20digital%20government%20approach.\" target=\"_blank\" rel=\"noreferrer noopener\">recent review from the OECD<\/a>. Similarly, Spain\u2019s digital transformation strategy <em>Espa\u00f1a Digital 2025<\/em> foresees the <a href=\"https:\/\/portal.mineco.gob.es\/es-es\/digitalizacionIA\/es-digital-2025\/Paginas\/eje-5.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">creation of a GobTechLab<\/a> to incubate digital solutions in government administrations. For <a href=\"https:\/\/www.elespanol.com\/invertia\/disruptores-innovadores\/politica-digital\/espana\/20221005\/carme-artigas-no-modernizar-administracion-no-moderniza\/708179540_0.html\" target=\"_blank\" rel=\"noreferrer noopener\">Carme Artigas<\/a>, Secretary of State for Digitization and Artificial Intelligence of Spain, &#8220;we cannot modernize the economy if the public administration is not modernized; if this is not done, we will have a 21st century administration with 19th century processes.&#8221; In Colombia, with the support of the Development Bank of Latin America, the <a href=\"https:\/\/www.innpulsacolombia.com\/milab\/\" target=\"_blank\" rel=\"noreferrer noopener\">MiLab<\/a> innovation lab has been developing govtech solutions with a public impact through open challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Govtech ventures are pespecially relevant at the local level to solve concrete problems of citizens in their dealings with local bureaucracies. The <a href=\"https:\/\/madrid.govtechlab.es\/\" target=\"_blank\" rel=\"noreferrer noopener\">GovTechLabMadrid<\/a> of the provincial government of Madrid was the first govtech lab powered by the govtech accelerator <a href=\"https:\/\/www.gobe.studio\/\" target=\"_blank\" rel=\"noreferrer noopener\">Gobe<\/a>. In the midst of a pandemic, 10 public challenges were launched for municipalities to pilot agile solutions, both in large cities such as Madrid, Las Rozas or Alcabendas, as well as small municipalities in the Sierra North. Likewise, the provincial government of Bizkaia recently launched its govtech accelerator, <a href=\"https:\/\/web.bizkaia.eus\/eu\/web\/govtech\" target=\"_blank\" rel=\"noreferrer noopener\">GovTechBizkaia<\/a>. Over the next 3 years, it will work on 15 public challenges for its departments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In particular, cities have embraced govtech ecosystems, partly to foster and leverage local tech entrepreneurship.&nbsp; Cities such as Madrid, Bogot\u00e1, Monterrey or C\u00f3rdoba have developed their own govtech programs. For Madrid, working with startups is already part of its digital strategy to provide \u201cmore agile digital services in times of disruption,\u201d according to <a href=\"https:\/\/www.clubdeinnovacion.es\/madrid-capital-govtech\/\" target=\"_blank\" rel=\"noreferrer noopener\">Fernando de Pablo,<\/a> the city\u2019s chief digital officer. With support from the European Commission, Madrid will develop the first govtech incubator, starting with 6 challenges to pilot innovative solutions. With the support of Bloomberg Philanthropies, <a href=\"https:\/\/bogota.gov.co\/gobierno-abierto-de-bogota\/ibo-abre-paso-la-innovacion-en-bogota\" target=\"_blank\" rel=\"noreferrer noopener\">Bogot\u00e1<\/a> has been strengthening its open innovation ecosystem with the creation of the Bogot\u00e1 Public Innovation Lab and the District Data Analytics Agency (<a href=\"https:\/\/agatadata.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u00c1gata<\/a>) to improve district public management. In Monterrey, the <a href=\"https:\/\/www.monterrey.gob.mx\/secretarias\/siga\" target=\"_blank\" rel=\"noreferrer noopener\">Secretary of Innovation and Government<\/a> promotes digital innovation to streamline municipal services, partnering with govtech startups.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For its part, C\u00f3rdoba developed an ambitious digital public innovation program through an investment fund in startups and scale-ups to streamline municipal administration and urban management, the <a href=\"https:\/\/fondocci.cordoba.gob.ar\/\" target=\"_blank\" rel=\"noreferrer noopener\">C\u00f3rdoba Smart City Fund<\/a>, the first municipal venture capital fund for investment in govtech in Latin America. Financed by a local tax and supported by multilateral development banks, its first round of investment in October 2022 included <a href=\"https:\/\/fondocci.cordoba.gob.ar\/estas-son-las-10-startups-govtech-que-ayudaran-a-modernizar-la-ciudad-de-cordoba\/\" target=\"_blank\" rel=\"noreferrer noopener\">10 startups<\/a> for almost $1.2 million. In addition to contributing to modernize administrations, these initiatives support local micro-entrepreneurs to develop digital solutions for administrations. For its mayor <a href=\"https:\/\/www.caf.com\/es\/actualidad\/noticias\/2021\/10\/caf-impulsa-el-ecosistema-govtech-de-la-region\/\" target=\"_blank\" rel=\"noreferrer noopener\">Martin Llaryora<\/a>, it is about \u201cbeing disruptive. This is a political decision: we are committed to innovation\u2026 We want to hack the way in which the municipality moves.\u201d It is thus no surprise that multilateral institutions such as the Inter-American Development Bank are investing in govtech ecosystems in cities in Latin America, though the <a href=\"https:\/\/www.govtechlatam.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">GovTechLatam initiative<\/a> launched in 2022.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the govtech summit in The Hague last November, it was asked whether the wave was already passing. The conclusion reached by the participants was however the opposite: this wave is only beginning to rise. Govtechs and their civil society sisters, civic-techs, are central to renewing democracy in the digital age, as digital transformation ministers stressed at the OECD summit on trust and democracy by launching an <a href=\"https:\/\/www.oecd.org\/governance\/reinforcing-democracy\/\" target=\"_blank\" rel=\"noreferrer noopener\">initiative to reinforce them<\/a>.<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-opsi-tabs-item opsi-tabs-item\" data-id=\"espanol\"><h3 class=\"opsi-tabs-item__h\">Espa\u00f1ol<\/h3><div class=\"opsi-tabs-item__content\">\n<p class=\"wp-block-paragraph\">\u00bfQu\u00e9 tienen que ver las administraciones p\u00fablicas con las startups digitales?&nbsp;<em>A priori<\/em>&nbsp;no mucho, dado lo diametralmente opuestas que son sus culturas institucionales, sus m\u00e9tricas de valor, y sus metas corporativas. Pero esto est\u00e1 cambiando r\u00e1pidamente tirado por la aceleraci\u00f3n digital postpandemia, como lo resalt\u00f3 la&nbsp;<a href=\"https:\/\/www.govtechsummit.eu\/\" target=\"_blank\" rel=\"noreferrer noopener\">cumbre mundial govtech<\/a>&nbsp;reci\u00e9n convocada en La Haya por la aceleradora de startups&nbsp;<a href=\"https:\/\/www.public.io\/\" target=\"_blank\" rel=\"noreferrer noopener\">Public<\/a>. En este periodo complejo marcado por m\u00faltiples crisis que se sobreponen, fortalecer la capacidad de entrega de los estados se ha vuelto imprescindible; para ello se necesita creatividad y nuevas alianzas p\u00fablico-privadas.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Son cada vez m\u00e1s los gobiernos que apuestan por nuevas formas de colaboraci\u00f3n con startups digitales para acelerar la transformaci\u00f3n de sus administraciones y agilizar la integraci\u00f3n de nuevas tecnolog\u00edas en el sector p\u00fablico, a menudo basadas en anal\u00edtica de datos e inteligencia artificial. Los tiempos largos y las complejidades administrativas de la compra p\u00fablica suelen ser antit\u00e9ticos a la celeridad y creatividad de los ecosistemas de emprendimiento digital. De hecho, muchas de aquellas startups que buscan trabajar con las administraciones sucumben en el intento, en lo que se denomina el \u201cvalle de la muerte.\u201d Seg\u00fan un reci\u00e9n estudio por <a href=\"https:\/\/www.gartner.com\/en\/newsroom\/press-releases\/2022-09-06-gartner-survey-finds-government-tech-purchase-decisio\" target=\"_blank\" rel=\"noreferrer noopener\">Gartner,<\/a> una consultora tecnol\u00f3gica, la compra de tecnolog\u00eda en el sector p\u00fablico dura, en promedio, 22 meses. Esto es tres veces m\u00e1s que en el sector privado.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Los ecosistemas govtech ofrecen sin embargo un <a href=\"https:\/\/scioteca.caf.com\/handle\/123456789\/1645\" target=\"_blank\" rel=\"noreferrer noopener\">nuevo tipo de asociaciones p\u00fablico-privadas<\/a> que buscan resolver algunos de los impedimentos a la innovaci\u00f3n p\u00fablica y el despliegue de nuevas tecnolog\u00edas en las administraciones, en particular en los gobiernos locales. Esto se debe a una conjunci\u00f3n de factores. El primero est\u00e1 ligado a la creciente demanda de innovaci\u00f3n por las mismas administraciones que, al mismo tiempo, encuentra una mayor oferta de innovaci\u00f3n por una nueva generaci\u00f3n de emprendedores digitales con vocaci\u00f3n p\u00fablica. Estos nuevos \u201cemprendimientos p\u00fablicos\u201d buscan lograr impacto social en todos los \u00e1mbitos de pol\u00edtica p\u00fablica, ll\u00e1mense civictech, edtech, healthtech, Fintech, regtech, urbantech o greentech. El dinamismo de los emprendimientos con vocaci\u00f3n p\u00fablica no se confina a las econom\u00edas digital m\u00e1s avanzadas, pero tambi\u00e9n las econom\u00edas emergentes como las latinoamericanas, seg\u00fan el <a href=\"https:\/\/scioteca.caf.com\/handle\/123456789\/1580\" target=\"_blank\" rel=\"noreferrer noopener\">\u00edndice de madurez govtech<\/a> desarrollado por el <a href=\"https:\/\/www.caf.com\/es\/actualidad\/herramientas\/2021\/05\/govtech-lab\/\" target=\"_blank\" rel=\"noreferrer noopener\">Banco de Desarrollo de Am\u00e9rica Latina CAF<\/a>. De hecho, para la emprendedora govtech <a href=\"https:\/\/www.economie.gouv.fr\/igpde-editions-publications\/thearticle_n7\" target=\"_blank\" rel=\"noreferrer noopener\">Idoia&nbsp;Ortiz de Arti\u00f1ano<\/a>, \u201cAm\u00e9rica Latina es el pr\u00f3ximo El Dorado para las govtech.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El otro factor es el crecimiento exponencial del mercado p\u00fablico de tecnolog\u00edas de gobierno, impulsado por la r\u00e1pida digitalizaci\u00f3n de las administraciones. De hecho, el sector p\u00fablico es el primer comprador de tecnolog\u00eda. Seg\u00fan la misma <a href=\"https:\/\/www.gartner.com\/en\/newsroom\/press-releases\/2022-06-13-ww-govt-it-spending-forecast-2022\" target=\"_blank\" rel=\"noreferrer noopener\">Gartner<\/a>, el mercado global de tecnolog\u00eda gubernamental alcanzar\u00e1 los 566 mil millones de d\u00f3lares en 2022, un crecimiento del 5% en comparaci\u00f3n con 2021, cuando ya hab\u00eda crecido del 9.1% en relaci\u00f3n con 2020. Tendr\u00eda que superar los 600 mil millones de d\u00f3lares en 2023. Este crecimiento viene impulsado por la compra de servicios y software digitales.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Un tercer factor son las subvenciones europeas para acompa\u00f1ar las transiciones verde y digital. Al menos 20% de los 672.5 mil millones de euros del plan de recuperaci\u00f3n y resiliencia europeo debe estar destinados a la transici\u00f3n digital y 37% a la transici\u00f3n verde. El <a href=\"https:\/\/planderecuperacion.gob.es\/\" target=\"_blank\" rel=\"noreferrer noopener\">plan de recuperaci\u00f3n, transformaci\u00f3n y resiliencia de Espa\u00f1a<\/a> destinar\u00e1 un 28% de sus 69.5 mil millones a la transici\u00f3n digital y 40% a la transici\u00f3n ecol\u00f3gica, ambos ejes transversales del plan. La modernizaci\u00f3n digital de las administraciones p\u00fablicas ocupa un lugar especial, con una asignaci\u00f3n de 4.2 mil millones de euros. En 2022, la Comisi\u00f3n Europea lanzo varias iniciativas para promover las colaboraciones entre administraciones y govtechs en Europa, por ejemplo, a trav\u00e9s del <a href=\"https:\/\/ec.europa.eu\/info\/funding-tenders\/opportunities\/portal\/screen\/opportunities\/topic-details\/digital-2022-govtech-02-incubator-fpa\" target=\"_blank\" rel=\"noreferrer noopener\">Incubador GovTech<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Los gobiernos \u2013 nacionales y subnacionales \u2013 invierten cada vez m\u00e1s en la innovaci\u00f3n \u00e1gil y abierta, y trabajan de la mano con estas startups con vocaci\u00f3n p\u00fablica. Pa\u00edses tan diversos como Singapur y Colombia, Dinamarca y Alemania, Gran Breta\u00f1a y Francia, Polonia y Lituania, han desplegado laboratorios, incubadoras y fondos govtech. En Luxemburgo, por ejemplo, en 2019, el Ministerio para la Digitalizaci\u00f3n cre\u00f3 su <a href=\"https:\/\/govtechlab.public.lu\/fr.html\" target=\"_blank\" rel=\"noreferrer noopener\">GovTechLab<\/a>, una aceleradora de innovaci\u00f3n p\u00fablica que busca generar una cultura de agilidad, experimentaci\u00f3n y gobernanza colaborativa, seg\u00fan <a href=\"https:\/\/www.oecd.org\/publications\/digital-government-review-of-luxembourg-b623803d-en.htm#:~:text=Digital%20government%20has%20become%20a,towards%20a%20digital%20government%20approach.\" target=\"_blank\" rel=\"noreferrer noopener\">nuestra reci\u00e9n evaluaci\u00f3n desde la OCDE<\/a>. A trav\u00e9s del desarrollo de desaf\u00edos p\u00fablicos, los ministerios y servicios p\u00fablicos pueden proponer soluciones a problem\u00e1ticas espec\u00edficas que tengan potencial de ser desplegadas y escaladas posteriormente. En Colombia, por ejemplo, con el apoyo de CAF, Banco de Desarrollo de Am\u00e9rica Latina, el laboratorio de innovaci\u00f3n <a href=\"https:\/\/www.innpulsacolombia.com\/milab\/\" target=\"_blank\" rel=\"noreferrer noopener\">MiLab<\/a> viene desarrollando soluciones govtech de impacto p\u00fablico a trav\u00e9s de retos abiertos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Govtech ya es una realidad en Espa\u00f1a. Los emprendimientos govtech son particularmente relevantes a nivel municipal para resolver problemas concretos de los ciudadanos con los tr\u00e1mites de sus principales momentos de vida. El <a href=\"https:\/\/madrid.govtechlab.es\/\" target=\"_blank\" rel=\"noreferrer noopener\">GovTechLabMadrid<\/a> de la Comunidad de Madrid fue el primer laboratorio govtech desde donde, en plena pandemia, se lanzaron 10 retos de municipios madrile\u00f1os para pilotar soluciones de startups, tanto en ciudades grandes como Madrid, Las Rozas o Alcabendas, como peque\u00f1os municipios de la Sierra Norte. Asimismo, la diputaci\u00f3n foral de Bizkaia acaba de lanzar su aceleradora govtech, <a href=\"https:\/\/web.bizkaia.eus\/eu\/web\/govtech\" target=\"_blank\" rel=\"noreferrer noopener\">GovTechBizkaia<\/a>, con el apoyo de la aceleradora espa\u00f1ola <a href=\"https:\/\/www.gobe.studio\/\" target=\"_blank\" rel=\"noreferrer noopener\">Gobe<\/a>. Durante los pr\u00f3ximos 3 a\u00f1os trabajar\u00e1 15 retos p\u00fablicos de sus departamentos. La misma estrategia de transformaci\u00f3n digital de <em>Espa\u00f1a Digital 2025<\/em> prev\u00e9 la <a href=\"https:\/\/portal.mineco.gob.es\/es-es\/digitalizacionIA\/es-digital-2025\/Paginas\/eje-5.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">creaci\u00f3n de un GobTechLab<\/a> para incubar soluciones digitales para el propio estado. Para <a href=\"\/\/\/Users\/carlossantiso\/Downloads\/No%20podemos%20modernizar%20la%20econom\u00eda%20si%20las%20Administraciones%20p\u00fablicas%20no%20se%20modernizan%20y%20si%20no%20se%20hace%20tendremos%20una%20administraci\u00f3n%20del%20siglo%20XXI%20con%20procesos%20del%20siglo%20XIX\" target=\"_blank\" rel=\"noreferrer noopener\">Carmen Artigas<\/a>, Secretaria de Estado para la Digitalizaci\u00f3n y la Inteligencia Artificial de Espa\u00f1a, \u201cno podemos modernizar la econom\u00eda si la administraci\u00f3n p\u00fablica no se moderniza y, si no se hace, tendremos una administraci\u00f3n del siglo XXI con procesos del siglo XIX.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ciudades como Madrid, Bogot\u00e1, Monterrey o C\u00f3rdoba, tambi\u00e9n se est\u00e1n atreviendo a desarrollar sus propios programas. En el caso de Madrid, el trabajo con startups ya es parte de su estrategia digital, son parte del consorcio que desarrollar\u00e1 la primera incubadora govtech de la Comisi\u00f3n Europea y a finales de este a\u00f1o empezar\u00e1n a identificar 6 retos para pilotar soluciones innovadoras. Con el apoyo de&nbsp;<em>Bloomberg Philanthropies<\/em>,&nbsp;<a href=\"https:\/\/bogota.gov.co\/gobierno-abierto-de-bogota\/ibo-abre-paso-la-innovacion-en-bogota\" target=\"_blank\" rel=\"noreferrer noopener\">Bogot\u00e1<\/a>&nbsp;ha venido fortaleciendo su ecosistema de innovaci\u00f3n abierta con la creaci\u00f3n del Laboratorio de Innovaci\u00f3n P\u00fablica de Bogot\u00e1 y la Agencia de Anal\u00edtica de Datos del Distrito (\u00c1gata)&nbsp;para mejorar la gesti\u00f3n p\u00fablica distrital. En Monterrey, la&nbsp;<a href=\"https:\/\/www.monterrey.gob.mx\/secretarias\/siga\" target=\"_blank\" rel=\"noreferrer noopener\">Secretar\u00eda de Innovaci\u00f3n y Gobierno<\/a>&nbsp;impulsa la innovaci\u00f3n digital para agilizar los servicios municipales, ali\u00e1ndose con startups govtech.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Por su lado, C\u00f3rdoba desarroll\u00f3 un programa ambicioso de innovaci\u00f3n p\u00fablica digital a trav\u00e9s de un fondo de inversi\u00f3n en emprendimientos de startups y scale-ups para agilizarla administraci\u00f3n municipal y la gesti\u00f3n urbana, el&nbsp;<a href=\"https:\/\/fondocci.cordoba.gob.ar\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Fondo C\u00f3rdoba Ciudad Inteligente<\/em><\/a><em>,&nbsp;<\/em>el primer fondo municipal de capital riesgo para inversi\u00f3n en govtech de Latinoam\u00e9rica. Financiado por un impuesto local y apoyado por la banca multilateral de desarrollo, su primera ronda de inversi\u00f3n en octubre incluy\u00f3&nbsp;<a href=\"https:\/\/fondocci.cordoba.gob.ar\/estas-son-las-10-startups-govtech-que-ayudaran-a-modernizar-la-ciudad-de-cordoba\/\">10 startups<\/a>&nbsp;por m\u00e1s de 1 mill\u00f3n de d\u00f3lares. Adem\u00e1s de contribuir a modernizar las administraciones, estas iniciativas apoyan los micro emprendedores locales para desarrollar soluciones digitales para las administraciones. Par el Intendente Mart\u00edn Llaryora se trata de \u201cser disruptivos. Esto es una decisi\u00f3n pol\u00edtica: apostamos por la innovaci\u00f3n \u2026 Queremos hackear la forma en la que el municipio se mueve.\u201d No es sorpresa, por lo tanto, que instituciones multilaterales como el Banco Interamericano de Desarrollo empiecen a invertir en estas startups govtech operando en las ciudades latinoamericanas a trav\u00e9s de iniciativas como&nbsp;<a href=\"https:\/\/www.govtechlatam.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">GovTechLatam<\/a>&nbsp;lanzada en 2022.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En la cumbre govtech de la Haya se plante\u00f3 si la ola ya estaba pasando.
