For innovative practice to be successful, it must be integrated across existing functions and mechanisms of government \u2013 be it regulatory policy, budgeting, audit, digitalisation or human resource management. Such elements can enabler, hinder or influence the way innovation takes shape as well as the capacity for governments to innovate. The Framework and analysis rests on  four focus areas:\u202f&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Purpose<\/strong>: what is driving the intent to innovate?&nbsp;<\/li>\n\n\n\n<li><strong>Potential<\/strong>: what determines whether innovative efforts are attempted?&nbsp;&nbsp;<\/li>\n\n\n\n<li><strong>Capacity<\/strong>: what is needed to carry out innovative efforts?&nbsp;<\/li>\n\n\n\n<li><strong>Impact<\/strong>: how is the impact of innovative efforts understood and informing future practice?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Each focus area is tied to specific signals which allows users to examine and map the enablers and barriers of innovative capacity. This subsequently feeds into a \u201cheat map\u201d which enables the identification of areas to invest in and improveme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When countries are trying to achieve big public goals or address major challenges (e.g. climate change, diversity and inclusion, efficiency) innovation is key. It builds on existing theories and OECD methodologies (e.g. organisational theory, behavioural insights, and systems theory) and is grounded through the lessons learned from our comprehensive public sector country studies and scans in <a href=\"https:\/\/www.oecd.org\/countries\/romania\/strengthening-the-innovative-capacity-of-the-government-of-romania-b8a3950d-en.htm\">Romania<\/a>, <a data-type=\"publication\" data-id=\"27805\" href=\"https:\/\/oecd-opsi.org\/publications\/innovation-scan-latvia\/\" target=\"_blank\" rel=\"noreferrer noopener\">Latvia<\/a>, <a data-type=\"publication\" data-id=\"27803\" href=\"https:\/\/oecd-opsi.org\/publications\/innovation-scan-denmark\/\" target=\"_blank\" rel=\"noreferrer noopener\">Denmark<\/a>, <a data-type=\"publication\" data-id=\"27834\" href=\"https:\/\/oecd-opsi.org\/publications\/innovation-study-canada\/\" target=\"_blank\" rel=\"noreferrer noopener\">Canada<\/a>, <a data-type=\"publication\" data-id=\"27835\" href=\"https:\/\/oecd-opsi.org\/publications\/innovation-study-brazil\/\" target=\"_blank\" rel=\"noreferrer noopener\">Brazil<\/a>, and <a data-type=\"publication\" data-id=\"29486\" href=\"https:\/\/oecd-opsi.org\/publications\/israel-scan\/\" target=\"_blank\" rel=\"noreferrer noopener\">Israel<\/a>, The Framework iterates and expands on previous OECD models (i.e. Determinants Model) by transforming conceptual insights and ideas into an actionable and flexible framework. Not all public servants will need to make use of or apply these skills in their day-to-day job. However, for a modern 21st-century public service, officials should have at least some level of awareness these six areas&nbsp; to support innovative activities in the public sector.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Iteration: incrementally and experimentally developing policies, products and services.<\/li>\n\n\n\n<li>Data literacy: ensuring decisions are data-driven and that data isn&#8217;t an after thought.<\/li>\n\n\n\n<li>User centricity: public services should be focused on solving and servicing user needs.<\/li>\n\n\n\n<li>Curiosity: seeking out and trying new ideas or ways of working.<\/li>\n\n\n\n<li>Storytelling: explaining change in a way that builds support.<\/li>\n\n\n\n<li>Insurgency: challenging the status quo and working with unusual partners.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">More information on the Innovation Skills Model and detailed descriptions of how each of these skills can be improved or leverage, check out the publication <a href=\"https:\/\/oecd-opsi.org\/publications\/core-skills\/\">here<\/a>.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-group alignfull\"><div class=\"wp-block-group__inner-container is-layout-flow wp-block-group-is-layout-flow\">\n<div class=\"wp-block-group alignfull has-opsi-powder-blue-background-color has-background\"><div class=\"wp-block-group__inner-container is-layout-flow wp-block-group-is-layout-flow\">\n<div class=\"wp-block-columns container-wide is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-vertically-aligned-center column is-layout-flow wp-block-column-is-layout-flow\">\n<h2 class=\"wp-block-heading\">Continuous learning and iteration<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">While the Framework takes a holistic and systemic approach to public sector innovation capacity, it was designed to reflect the dynamic nature of public sector systems, evolving literature base and empirical evidence from the OECD\u2019s work with member countries.
