The framework and the ideas are very clear, and seem to be quite effective once innovation has become a priority-possibility within an administration. However, there is a question to which I have not found an anwer yet: How can we, as public servants, help to create a culture within the public sector that encourages and seeks innovation? The decision making process in my country is very top-dow oriented, and it just seems that innovation is not a prority.
With so many issues, it would be great to show decision makers that through innovation we can build more effective solutions to these ever growing and complex problems.
Any ideas?
